Abstract: In the middle of last century, half of the male population of Hmong in Laos recruited by the US to form a special guerrilla force to launch an American secret war. Hmong soldiers and their families, after the withdraw of America from the war, had been abandoned and became refugees, either suffered great deal of catastrophic massacre, or fled to Thailand and trapped in the refugees camp there till the end of the last century. Finally, some of Hmong were granted by US government to immigrate to America but are left far behind by other ethnic groups socially and economically till present. The creation and allocation of Hmong reflects American utilitarian policy towards the group as heritage of an American secret war.
