内容摘要： 土耳其的库尔德问题错综复杂，给土耳其经济、社会、民主发展和区域及国际形象带来多重伤害。库尔德问题在新世纪表现为重新暴力化、向城市扩散和议会内斗争等新动向，这种新动向中既包含了危机又孕育了解决问题的因子。正义与发展党致力于从战略层次上消除冲突，推出“民主动议”、“道歉政治”、“制定新宪法”、“库尔德问题新战略”等多项措施来建设和平。这些措施起到打破坚冰、正视现实和启动新渠道的作用，是在厘清历史的基础上对未来的投资。同时，库尔德问题的复杂性使得任何乐观的评估都需要谨慎。 Abstract: Kurdish Issue is the important problem of Turkey＇s domestic politics and it has brought many damages to Turkey＇ s economic, social, democracratic developments, and to Turkey＇s images in regional and international background, at the same time it promoted the process of problem solving. After the transformation over a century , the Kurdish Issue has presented the new trend： re- militarilization, spreading to the urban areas and the struggle in the parliament, and it has the potential for problem solving. The Justice and Development Party is aiming to solve the problem strategically, and has put forward of the proposals such as ＂Democracy Initiative＂, ＂ Apology Politics＂, ＂ Making New Constitution＂ and ＂ the New Strategy of Kurdish Issue＂ to build peace. In evaluating the influences, the policies have the effect of ice- breaking and starting the new chapter, and it is an investment towards future on the basis of probing the history.
