内容摘要： 清朝中央政府为了加强对蒙藏地区的治理与控制，因地因事制宜，适时变革政治互动策略，形成了不同的治理模式。这些模式不仅对清朝西部疆域的统一、稳定与治理起到了重要作用，而且对后世也产生了深刻的政治影响。 Abstract: In order to strengthen the governance and control the Mongolian-Tibetan regions, the Qing central government took measures suited to local conditions and affairs. It also varied its political interaction strategies and formed different governance models.
