(43)苏朝条约全称为《苏朝友好合作互助条约》，是两国于1961年7月6日在莫斯科签订，同年9月10日生效，有效期为10年。其中一条规定：“缔约任何一方遭受任何国家或国家联盟的武装进攻而处于战争状态时，另一方应立即尽其全力给予军事及其他援助”。中朝条约全称为《中朝友好合作互助条约》，1961年7月11日在北京签订，同年9月10日生效，有效期为20年。其中也有一条规定：“缔约双方保证共同采取一切措施，防止任何国家对缔约双方的任何一方的侵略。一旦缔约一方受到任何一个国家的或者几个国家联合的武装进攻，因而处于战争状态时，缔约另一方应立即尽其全力给予军事及其他援助”。这两个条约都规定将“尽其全力”援助朝鲜，等于为其国家安全提供了保护伞。
